I would put it in a separate CPAN module.  Catalyst::Helper::Graphics, or 
something.  No need to bloat core with that stuff ;)

Also, check the licensing.  If you can't find something saying that it's 
freely licensed, we can't use it.  I would avoid the Apple ripoff version and 
take one from GNOME or KDE instead.
