[Catalyst-dev] unicode as an advent calendar topic

UTF-8 needs to be a calendar topic, I think.  People keep getting it
wrong again and again and again (and again :).  I can write a general
description (soon to be posted to catalyst@), and hopefully someone with
more DB experience can write something DBIC specific.
