[Catalyst-dev] RFC: Use scripts/ directory existence as well as Makefile/Build.PL for not-installed checking

People keep deleting their Makefile.PL.

I don't understand why but they do.

The sort of person who does that probably also deletes MANIFEST*, README etc.

But I bet they leave scripts/ there, and it won't be there on an installed
app since those files will in in SITEBIN.

What do people think of using that as a test as well?
