+1, esp if this means that there will no longer be a Catalyst/ 
Manual.pm file in both dists.

It's confusing to have it both places, and makes it harder to find I  
think. If this means releasing Catalyst::Runtime a bit more often,  
with nothing but doc fixes, then so be it.
