Does the .pl script that you turned into an exe start a server?
If so, try to connect to that port with a web-browser.

Otherwise, try running the exe within a Command Window (cmd.exe) to
see any error messages.

Other than that, I can't help you. The only PAR work I've done it
creating Wx apps that display windows - I've never used it with
catalyst.
