[Catalyst] For info - Cache::FileCache problems on Win32

As has been discussed on this list previously, Cache::FileCache (part of Cache::Cache) is generally recommended for session storage on Win32 in place of Session::FastMmap.

I have found a problem with the latest Cache::FileBackend (1.27) that causes it not to work on Win32. This in turn prevents Cache::FileCache from working.
