If Bundle::Catalyst didn't work, you could just make sure you have the 
theoryx5 repository active (http://theoryx5.uwinnipeg.ca/ppms/), then do:

ppm> i Catalyst

You will probably need to install a few packages manually that way, but 
I've had problems with Bundle::Catalyst on Win32 in the past.

You should also probably configure ppm to follow prerequisites 
automatically first, unless you like sitting at a keyboard pressing 
enter a lot :)
