[Catalyst] Self restarting test server!

I've just upgraded to revision 1459 on Windows XP sp2 and this isn't working. The app runs as usual and the test server detects changes to files OK, but it doesn't restart - my command window just goes back to the prompt. The app definitely isn't running after that point.
