[Catalyst] RFC: Catalyst::Model::EVDB

I've put together another model class, Catalyst::Model::EVDB.  It's a
simple wrapper around EVDB::API.

EVDB is the Events and Venues Database, which (via [1]) allows people
to enter concerts and other gatherings into a central location.

If you're interested, please take a look at the module [2].  I'll
upload this to CPAN tomorrow if there aren't any objections.
