[Catalyst] Easier catalyst installation

As opposed to Module::Build, where no matter how many versions of a 
distribution we release it stays broken permanently.

As I've previously said. would you like to re-run this conversation every 
single time somebody mentions a Module::Install-related issue or can we just 
shut up about it now?
