[Catalyst] [ANNOUNCE] UploadProgress plugin

After a serious overhaul and with great thanks to the
Apache2::UploadProgress team for their excellent CSS and Javascript,
the Catalyst UploadProgress plugin finally sees the light of day.

For a demo, try the included example application.  You will need to
run the script in forking
mode so it can handle concurrent requests, script/upload_server -f. 
With the new POE engine you will be able to run it in a single process
(coming very soon, or grab it from Catalyst trunk).
