I agree completely. I have attempted to install on ActiveState Windows using the suggested alternative PPM repositories with no luck. I then thought Ubuntu linux would work easier, but the installation failed when it tried to install CPANPLUS and failed, then I stopped doing that and it couldnt find some of the prerequeites in my CPAN mirror. After messing around with it I still havent got it going, but I admit I lost patience with it.
Ruby on Rails install was seamless!
I am keen to get it going but an add-on module to XAMPP looks very promising as you would get Apache, mod_perl and Catalyst setup and up and running very quickly.
