[Catalyst] TLS Support in Catalyst::Model::LDAP

Attached is a patch providing TLS support to Catalyst::Mode::LDAP.   
Just provide 'start_tls' in the config, and optionally a hash to pass  
to Net::LDAP's start_tls method.
