[Catalyst] Announce script: build_enzyme_app

I've written a script to turn an SQL schema into a Catalyst::Enzyme based
Catalyst application.

The idea is to produce a script that does something similar to Maypole.  On
that score I still need to provide a splash screen and a search function.

I also want to add authentication to the application in the script as well.
