Why? If the data is in ISO-8859-1 encoding, there is no need
whatsoever to encode ä (or é or whatever other Latin-1
character).

In fact if you’re sending UTF-8 (or some other Unicode-based
charset) there is no need whatsoever to encode *any* character.
