[Catalyst] [ANNOUNCE] Catalyst 5.62

Hi, I'm trying to install Cat 5.62 but some tests fail.

1. t/03podcoverage complains that Catalyst::Build has 1 naked
   subroutine 'new'.

2. t/unit_core_component and t/unit_core_mvc complain that
   Spiffy.pm must be loaded before calling 'use base' or 'use mixin'
   with a Spiffy module. See the documentation of Spiffy.pm for
   details (error occurs at YAML/Base and YAML).

I have recently upgraded YAML to 0.51. I'm afraid that's why.
Catalyst.pm surely uses base 'Catalyst::Component' before use YAML.
I haven't found no workaround yet and maybe I should downgrade YAML
to 0.39.
