[Catalyst] PATCH for Catalyst-Plugin-I18N to support setting output encoding

Today I struck a problem with I18N and encoding. It would for some  
reason encode everything from my .po files to ISO-8859-1 before  
sending it to TT. So I wipped up this patch to the I18N plugin to let  
me specify the encoding I wanted.
