[Catalyst] Test::WWW::Mechanize 1.10 should install cleanly in proxy envs

Anybody who's had trouble getting this installed (presumably for 
TWM::Catalyst) in an environment with an HTTP proxy, please retry. Andy just 
released 1.10 which has a tweaked test suite and now installs cleanly for me.
