[Catalyst] HTML-Widget new constraints patch

Here's a patch which adds a couple of new constraints
(see previous email "html-widget IfThen constraint")

I've gone for the same style names that are currently used:
$widget->constraint( 'AllIfOne', 'foo', 'bar' )
and
$widget->constraint( 'AllIfFirst', 'foo', 'bar' )

I hope they're self-explanatory, but of course, there's docs and tests :)

(Do change the names if you particularly object)
