[Catalyst] Static:Simple: files with spaces in the name

I could swear we've had this conversation before, and thought it was
fixed. However, I can't seem to find the email thread or much feedback
on the issue.


I converted my stuff to mod_fastcgi and upgraded to 5.66 in the process.
I'm still messing with the httpd.conf for now, but I noticed that
Static::Simple was not serving files with spaces in the names, notable
in the Meios demo stuff:

For example:

	http://photos.icantfocus.com/gallery/2

Photos without spaces are served just dandy:

	http://photos.icantfocus.com/gallery/4

Thoughts?
