[Catalyst] ppm for Catalyst

This sounds like a PPM bug, right?  CPAN.pm will look at the
02packages.details and find the correct version of Catalyst:

Catalyst               5.7002  M/MR/MRAMBERG/Catalyst-Runtime-5.7002.tar.gz

(Yes, my packages.details is out of date. Long story.)

I'm not sure if we should change the dependency to C::R unless
absolutely necessary, since the plugins actually depend on
Catalyst.pm.  Anyone else have any ideas?
