[Catalyst] Managing CPAN on Ubuntu [was: 'Installing under ...' on the wiki]

I've never had a problem on Ubuntu or Debian. I use cpan for perl
stuff on both platforms. apt for other stuff on Deb, apt or that
snazzy GUI manager thing on Ubuntu. I've also built
perl/mod_perl/apache from scratch on both, and everything has been
fine, so far.
