I think it's a TT problem rather than a stash problem.

You might want to investigate the keys method in
Template::Manual::VMethods:

  [% FOREACH key = allegati.keys %]
  Key: [% key %]
  Value: [% allegati.$key %]
  [% END %]

works in a quick local test, for example.
