[Catalyst] Plugin::UploadProgress question

Is there a way to throttle the upload speed somehow so that I can tell if
this is working properly through a local server?  I get the progress bar but
its hard to tell if its actually doing anything or not (looks like its
sitting on 0%, but then again its going so fast its hard to tell).
