I was actually wishing for this last week but don't have the tuits.

Maybe everyone (well, you core folk) should agree on precedence
before someone tries to do it.

Like so? I haven't looked at the guts for this stuff and I'm quoting
flag precedence from memory.

myapp.yml:debug
MYAPP_DEBUG
CATALYST_DEBUG
