The issue was initially described in the thread 'Avoiding UTF8 in

The test for binary being upgraded was added here:

so this clearly isn't working right in Win32 - can someone dump out  
what's actually received (i.e. the thing we take the length of) and  
work out which byte is being mangled, as that should give us some  
clues about why this isn't working on Windows.
