I checked with Handel's developer, Chris Laco, who gave this info:

Here's the situation. I haven't worked in Perl stuff in quite a while.
I'm knee deep in .NET MVC conversions at $work and for some side
projects.

While I'm not actively working on Handel, I'm more than happy to help
out with bugs and whatnot. If someone is actually using it all, that's
plenty of excuse for me to get things updated and fix bugs and get
back into the game. I'm just not on top of it because there's not much
activity.

For the most part, Handel was "done".  The catalyst scaffolding is way
old, and there is plenty of code in Mango you could steal from.
