Thank you. If I first delete the MANIFEST, the MANIFEST.SKIP is taken into consideration the next time I run `nmake manifest`.
I was confused by
"3. make manifest (edit MANIFEST.SKIP and run make manifest again if you'd like to exclude certain file patterns)" found on:
