[Catalyst] Development release 004 on CPAN

Hey All,

I know I keep saying this is a dev release to test, but I am going to be really mad and discouraged if after this is live Jan 28 and a bunch of people tell me it busts their code.  I'm likely to say, "Patches welcomed..."
