[Catalyst] Change of server

(1) disabling local.iac.conf brings apache2 to a listening state
(2) enabling  local.iac.conf brings apache2 to dysfunctional state.


try to narrow down whats wrong with  local.iac.conf
using a binary search approach between (1) and (2)
