[DBD-SQLite] problem with sqlite under mod_perl

That {sqlite_version} is the version of the C library you are using.

So it sounds like you've loaded DBD::SQLite and it's somehow picked up
a different underlying C library from the one you should be getting.

I'm wondering if you have @INC or PATH issues?
