[Dbix-class] DBIx::Class::Loader 0.13 released

Well, 0.12 had some dumb bugs in it, a fair amount of changes have
built up, and what little feedback there has been on the pending
changes has been positive, so without further ado:

DBIx::Class::Loader version 0.13 has been released and uploaded.  It
can be found for the moment at:
