[Dbix-class] ANNOUNCE: New commit mailing list

Hi all,

I've setup a new mailing list for Subversion commit emails.  All devs  
are encouraged to subscribe and use this list to do code review of  
checkins.  Reply-to on this list is pointed at dbix-class to make it  
easy to discuss commits.
