[Dbix-class] DBIx::Safe. DBI wrapper.

Because when i wrote that i just had started to refactor it (from its parent
- non universal wrapper that i use in production environment (100k hosts /
1mln hits perday)).

And then, while refactoring i fell into troubles which i had been able
to beat only by learning DBI's C code :)
