Your DBD::SQLite is buggy. If you try to install the upcoming version[1] (which
should be on CPAN in about 2 days) - it will give you a much better description
of what is broken and why. In any case - you need to reinstall DBD::SQLite.
Make sure you uninstall any local sqlite3-dev libraries before you do that.
