[Dbix-class] Specifying parser for
DBIx::Class::InflateColumn::DateTime explicitly?

That has nothing to do with DBIC at all, you just need to create
DateTime objects and pass them to DBIC instead of the string.
I'd use DateTime::Format::Strptime for parsing the dates from your xml.
