[Dbix-class] SQL::Translator conversion from Class::Base to Moo

Another dev rel cut with a handful of cleanups from ribasushi: 0.11013_03.

Assuming we don't get any test failures from this over the next week I'd
assume we cut a rel based on it around October 5th.
