[Dbix-class] DBIx::Class::DeploymentHandler cannot create ugrade scripts for SQL Server

Of course fixing it myself would be a possibility. But it will take time, 
this week I will finally finish a  contribution related to the stalled 
factor-out-source-tree DBIC branch
