I already voted, so yes on (some of?) your second question.  Re the
first question, I'll let riba speak for himself.

As for the final question: if this passes, ribasushi will be able to
release, merge, etc at will.  If someone would like to do the former
resolution first I suspect we could, but I also suspect that this is
likely a faster way to achieve the same result :)
