[epo-core] JRockway Membership

Hey all.

We have an application request from J. Rockway to be a special member of the
EPO, I guess this can be approved pretty much automatically - Special
Membership should run along those lines I think as long as we are all
informed by the list. If anyone objects to Mr Rockway then please say so in
the next 24hrs so we can have a vote.
