[epo-core] Board member bios

[J. Shirley]

Jay Shirley is a staunch advocate of leveraging open source,
specifically Perl, solutions in the face of corporate and enterprise
problems.  As such, he enjoys evangelizing the best Perl and other
open source products.  A previous consultant, now running the IT
division of a US-based auto racing sanctioning body, he is fortunate
to employ open source solutions to a variety of changing problems.  On
the side, he is co-founder of Cold Hard Code, LLC, a company setup to
launch small but useful web applications and sites; all built on Perl,
using Catalyst and DBIx::Class.
