[epo-core] Ordinary Membership: Exceptional Circumstances

Regarding: Granting a new status of Exceptional Circumstances to  
membership

Dear all,

I would formally request that we vote on a new status to be added to  
Ordinary membership, that of the Exceptional Circumstances (EC)  
suffix. This would allow the organisation to grant on a case-by-case  
basis the waving of a yearly membership fee in lieu of services given  
or performed of in the name of the Organisation.

This power would have to be monitored carefully as it may allow for  
delineation or corruption of an Ordinary Members (Paying) rights. I  
therefore suggest that the proviso is that an Ordinary Member (EC) may  
have the rights of any member in regards to:

1. Being an Officer of the EPO
2. Promoting the Organisation
3. Discussing Organisation directions as a member of a Working Group

But they may not:

1. Hold the office of Director, Secretary, Treasurer or any paid  
position in the Organisation
2. Vote on any matter in regard to Officer selection, Organisational  
Rules or choice of Directors and/or Organisational officers

They may however be asked to attend meetings and be offered a chance  
to attend the AGM.

Due to my position as Secretary I will formally abstain from this vote.
