Dist::Zilla is showing a tendency to optimise for author time rather than
end user friendliness and as such I don't consider it to be in keeping with
the aims of the enlightened perl movement.

The notable recent issue was rjbs' decision to make the versioning plugin
produce date-based versions such as '0.09350' for the 350th day of 2009,
which is completely meaningless to an end user. When I asked about this
his comment was that it was easier for him and he was disinterested in
doing anything about it. I now keep having to chase round Dist::Zilla
users producing Cat/DBIC related code and make them go back to sane versions.

Therefore, unless the grant is altered to take into account attempting to
clean up this sort of thing and set a clear future policy of attempting to
be end-user-friendly over distribution builder friendly, I would suggest that
we refuse it and continue to recommend Module::Install
