[Epo-grants-in-progress] Moose Grant

So,

We've lost our grantee for teh Moose document bounty. Apparently
"Moving" to his "new Job" was gonna be more important than the massive
quantites of cash we were throwing at him. (Congrats to him anyway).

I've talked with osfameron about taking on the bounty, and he is
interested but doesn't feel he can reasonably produce anything until
mid-September. Would this time-frame be acceptable?
