Yey, if the opinion of a special member is relelvant.  Also, I suggest
we change the rules to "has not been to a YAPC", or "has not been to a
major perl workshop"; otherwise it isn't clear that LPW doesn't count,
for example.  (And clearly it doesn't, or Rozallin would have been
disqualified.)
