[Epo-members-announce] Adding Padre, the Perl IDE as and EPO project

I agree with this. If it was cleaned up and highly modular.

Though as MST stated, if it could get more focus and funding for
Task::Kensho, I'm all for it!
( rjbs is working on bundle2task.pl right? :D )
