I'd expected 0.24-0.26 to fail with that error since I had a hacked
MY::test in Makefile.PL. That's why I made 1.27 the requirement in
0.27/0.28 and removed the MY::test sub.

So, we know 0.27+ fails with or without the 'eval Apache::Test 1.27'
line, and 0.23 works.

Could you work your way through 0.24 to 0.26 and comment out the entire
package MY; protion of their Makefile.PL files?
