If that's the entir Shop directory, then I've found you're problem.
For whatever reason, there is no M/C directories in lib/Shop ot in t. So 
when mk_component in Catalyst::Helper tries to create files there, it's 
failing me thinks.

This is what I get when I do catalyst.pl Shop:

Do you get the same when creating Shop from scratch?
