[Handel] Autogenerated Catalyst Tests

Hi Chris,

Without the attached patch, the autogenerated tests belch this instead of 
passing:

$ prove -Ilib -r t
...
t/controller_Orders......Bareword "Catalyst::Test" not allowed while "strict 
subs" in use at t/controller_Orders.t line 5.
...

The patch just quotes the arg to use_ok.
