[Handel] Calling all translators!

About the only thing left to fix before 1.0 gets released are the L10N
exception files.

I've moved them from using the english version keys to using
CONSTANT_NAMES instead. This kept the code smaller when using
exceptions, and if makes it easier to write a test like the new
t/l10n_lexicon_synced.t file that makes sure all of the lexicons are in
sync.

If you have done a l10n file in the past, please please please translate
it into the new format.

If you haven't, done a file, but you can do fr, es_es or zh_tw, please
please please lend a hand and convert the current L10N file.
